While on assignment for Reuters, I had the privilege of documenting two rescue missions in 2023 conducted by the dedicated team of Medecins Sans Frontieres (Doctors Without Borders). Both missions took place aboard the Geo Barents migrant rescue ship in the central Mediterranean, off the coast of Libya.

NGOs like Medecins Sans Frontieres have been operating under stringent measures imposed by the Italian government in an attempt to reduce their effectiveness even though they account for only a small fraction of the total arrivals in Italy, around 8%. Despite these restrictions, these measures have proven largely ineffective in curbing the flow of migrants toward Italy. Shockingly, in 2023, the number of arrivals nearly doubled when compared to the previous year. Most migrants either reach Italy independently or are rescued and brought in by the Italian Coast Guard.

Official data underscores the scale of this humanitarian challenge. Up until October 2023, more than 135,000 individuals made landfall in Italy, in stark contrast to the 72,400 who arrived during the same period the previous year. Tragically, the number of recorded fatalities along the Central Mediterranean migration route during the first nine months of 2023 reached a staggering 2,145, far surpassing the total for the entire year of 2022.

In a significant development, European Union countries reached a historic agreement in October 2023 on how to manage irregular immigration during times of exceptionally high arrivals. This represents a crucial step towards the overhaul of the EU's asylum and migration rules. The future implications and outcomes of this agreement remain uncertain, adding depth and intrigue to this pressing issue.
